Montana Secretary of State Launches Administrative Code Management Tool with Esper
Esper is proud to announce the launch of our newest Administrative Code Management product with the Montana Secretary of State. With Esper, the citizens of Montana will benefit from a modern, digital source of truth for regulations.
Modernizing the public-facing side of regulation
The Montana Secretary of State is responsible for the formal publication of proposed and final regulations for all state agencies. Whether citizens want to look up nursing licensure requirements or livestock regulations, the Secretary of State’s website is the primary resource for this information.
Prior to launching with Esper, the Montana Secretary of State had a vision for a smoother citizen experience for accessing rules, but was working with dated tools that couldn’t deliver on their plan. The Secretary of State chose Esper to modernize the Administrative Rules of Montana (ARM) and Montana Administrative Register (MAR).
Many Secretaries of State seek to modernize the public-facing side of regulation, and Montana is excited to lead the way in implementing a complete end-to-end solution for managing the regulatory process across all state agencies.

A complete end-to-end solution
“It’s long been a goal of ours to launch a public-facing side of Esper that makes regulation more transparent and accessible to citizens. We’re thrilled to support the Secretary of State’s forward-thinking vision for all Montanans.” says Maleka Momand, Esper CEO.
The Administrative Code Management product is the newest addition to Esper’s suite of regulatory and policy management software. To check out Montana’s new regulatory site, follow this link: https://rules.mt.gov/
